“ARUMIL’s legal position will be restructured to modernize its framework, transitioning personnel to civil service by 2026 with Dutch support.”
Overview of ARUMIL’s Legal Reorganization
Current Legal Framework and Need for Change
ARUMIL, Aruba’s military and law enforcement unit, is set to undergo a significant legal reorganization aimed at modernizing its operational framework.
Key Stakeholders and Their Roles
The current conscription ordinance, deemed outdated, will be replaced by a new legislative concept to better regulate ARUMIL personnel’s legal standing.
Timeline and Implementation Strategy
Development of Legislative Concepts
To facilitate this transition, the expertise of the Department of Personnel Affairs, the Department of Legislation and Legal Affairs (DWJZ), and relevant departments from Curaçao and the Netherlands will be engaged. Key discussions have already occurred, including meetings between Minister of Justice and Social Affairs Rocco Tjon, Dutch Ministry of Defense Director Marnix Alink, and Coast Guard Commander Walter Hansen.
Projected Legislative Process and Finalization
The government has been developing legislative concepts since 2022, outlining ARUMIL’s vision and strategic direction. By November 2024, the final legislative concepts will be ready for review by DWJZ, with the legislative process expected to commence in early 2025 and full implementation planned for January 1, 2026.

Changes in Employment Status and Future Opportunities
This reorganization will transition ARUMIL personnel into civil service roles and facilitate their continuation within the judicial system.
Preparation and Support for Personnel Transition
Preparations are underway to analyze and assist ARUMIL members in transitioning to other positions within law enforcement and related fields. The Netherlands has committed to supporting this transition through funding and resources.
