The Lob-Generator is revolutionizing access to government information for residents of Aruba. Luis Villegas, a journalist and law student from the Netherlands, developed this initiative to overcome obstacles in obtaining public records. This tool aims to streamline the process of requesting governmental information across the Dutch Caribbean islands.

The Lob-Generator was launched in June for Aruba, Curaçao, and Sint Maarten, with a separate Wob BES tool for Bonaire, Saba, and Sint Eustatius. This innovative tool simplifies the process of requesting public information, which, according to Villegas, has often been challenging due to bureaucratic hurdles.

Villegas, who has a background in investigative journalism with Bon Dia Aruba, noted that many government institutions in the Caribbean islands have struggled to provide timely and comprehensive responses to information requests. In response, he created the Lob-Generator to make public records more accessible.

Features and Benefits

The Lob-Generator facilitates requests under the Landsverordening Openbaarheid van Bestuur (LOB) for the Caribbean islands, akin to the Dutch Woo generator used in the Netherlands. Initially intended for Papiamento, the tool now includes English, making it accessible to all Caribbean islands within the Dutch Kingdom.

Villegas worked with Liset Hamming and Tim Staal from SPOON, an expert center for Woo researchers, to develop the tool. The generator supports requests for Aruba, Bonaire, and Curaçao, and the Wob BES tool covers Bonaire, Sint Maarten, and Sint Eustatius.

Improving Information Access

Villegas explained that while submitting an information request is not inherently difficult, it requires adherence to specific guidelines. Each part of the Dutch Kingdom has its own regulations governing information requests. For Aruba, Curaçao, and Sint Maarten, requests are managed under the Government Transparency Ordinance (LOB), while Bonaire, Saba, and Sint Eustatius use the BES Government Transparency Act (Wob BES).

The Lob-Generator aims to assist journalists, activists, researchers, and socially engaged citizens by simplifying the request process. Despite some ministries starting pilot projects to make data more accessible, such as the Ministry of Transport, Integrity, Environment, and Elder Affairs, the availability of information remains inconsistent.

Addressing Challenges and Frustrations

Carlos Guaimo, a legislative advisor, acknowledged the efforts to improve data accessibility but noted that a central information site is still lacking. Villegas, drawing from his experiences, has found that proactive information disclosure is often limited. He emphasized that the Lob-Generator helps mitigate these challenges, providing a valuable resource for obtaining necessary data.

Villegas also mentioned that the tool has already been used in several high-profile cases, including the reopening of the Poentje Castro murder investigation. He aims to offer training to ensure that residents understand how to effectively use the generator for information requests and appeals.
